Blank Control Panel

Problem: Control Panel on Windows 7 is empty.

Fix: Using Task Manager kill explorer.exe (all if more than one exist) and start a New Task (on Applications tab) typing “explorer.exe”.

I would try running a virus scan. Reboot into Safe Mode and run Malwarebytes. You probably have something intercepting the explorer.exe process. Another thing to try is check your system files – maybe explorer.exe became corrupted. You can run “sfc” in Safe Mode too.
